Frequently Asked Questions on the Development of Pegasus Will there be extra costs involved other than rates? It is not anticipated there will be any monthly or yearly service fees or body corporate charges on sections at Pegasus. These sections are intended to be no different than sections in any other town.
However, there will be user charges for using facilities like the hot pools or the aquatic centre as you would normally expect any Council or Municipal charge that you would pay in these sorts of facilities elsewhere.
What sort of sewage system is there going to be? This will be a standard Council town reticulated system.
Is there gas in Pegasus? Yes - a piped LPG netwrok is being installed throughout Pegasus by OnGas Ltd. To get connected to gas, contact 0800 4 OnGas (0800 46 64 27) or visit www.ongas.co.nz
Who will be responsible for the town, as in a local council, rubbish collections, street and road maintenance etc? The Waimakariri District Council will run the town the same as other towns in its area. There will probably be a Community Board set up to help run the town in conjunction with Council policies.
How will Infinity assist local authorities and Transit NZ with minimizing traffic congestion? Infinity will fund the building of a roundabout at the main entrance to Pegasus off State Highway 1. In addition, Infinity will assist in identifying problem spots for congestion on the State Highway into Christchurch and assist where possible with solutions to any problem areas.
Will Pegasus obtain storm water consent? Yes. Infinity has a viable storm water system. Achieving the consent is now a process to ensure the system is the most appropriate with low maintenance costs, is robust, and is viable for the long term. Infinity Investment Group is working with the Waimakariri District Council and Environment Canterbury to ensure these outcomes are achieved.
Where will the Pegasus water supply come from? It is likely that Pegasus will draw water from its own supply or from its existing consent at Kaiapoi. Pegasus will not draw water from the existing Woodend supply unless Pegasus assisted in the supply’s upgrading. Pegasus will not hinder the Woodend water supply in anyway.
What kind of people are going to be able to afford to live at Pegasus? In Phase 1 of the development, sections at Pegasus ranged in price from $159,000 for a 514 sqm section in Stage 1 to $695,000 for a 2,692 sqm section along the golf course in Mapleham.
However, average section prices are comparable with any new subdivision and in line with subdivisions such as Northwood, Tumara Park and new subdivisions at Rangiora.
The type of people who will live at these Pegasus sections is the same type of person that would live in any new subdivision.
Who will run and finance the amenities proposed by the Developers? Initially, Infinity and Pegasus Town intend to establish and run all of the amenities. These would then be offered to the Council if they wish to take them over once they can see their operating viabilities.
Infinity will subsidise various aspects of the project and there will be fees to use some of the facilities as one would normally expect in any town with similar facilities. The amenities are intended to be public facilities and any fees charged would be as one would expect from a Council run facility.
Pegasus is a large project and cross subsidisations are possible and will help the viability of some of the amenities. The viability of the project has been worked out extremely carefully and all of what is proposed is financially viable on a sustainable long term basis.
It has not been determined yet which of the facilities will be taken over by the Council and which will be run by Infinity or Pegasus Town.
Will Infinity be using Gladstone Road as access for the development? Infinity confirms they will build a main access road off State Highway 1 for all construction and subdivision purposes and no development or construction work will use Gladstone Road. This main site access will be the first activity undertaken for the new Pegasus Township development.
However, there is a forestry block on this land which we are currently clearing. Access to this block for clearing purposes is via Gladstone Road. We do not consider clearing the forest, which is a standard activity that any party can carry out, as development work. At this point as any owner of this land would do, we are merely harvesting the forest.
How does Infinity intend to discourage the use of Gladstone Road as required in the Environment Court Judgement? It is proposed there will be considerable consultation with the Woodend Community to decide what they wish in terms of connectability to Pegasus. This would be decided through a consultation process that still needs to be undertaken at some stage. At this stage we feel it is not appropriate to create any linkage to Gladstone Road until the wishes of the Woodend people are known.
There are many ways to discourage daily use of Gladstone Road as a short cut for Pegasus residents. However, Woodend residents may want some linkage and a careful thought process would have to be undertaken if that was the case to ensure the right outcome for everybody was achieved.
What will happen if the whole township is not completed? It is Infinity’s intention to develop all of the assets that are represented by the Pegasus model and brochures to the best of our ability.
Infinity has been very prescriptive in both the model of the town and in Pegasus brochures. We have listed approximate timelines for items to be completed making us completely accountable for these impressions in the model and brochures.
There are however, no guarantees and there cannot be any guarantees due to items that might be outside our control for instance planning, Council or other development reasons.
How will the developer stop people coming from other areas and using all the facilities (e.g. the lake) but not paying towards the maintenance? Infinity believes many people will come from Christchurch and the surrounding communities to use the facilities at Pegasus and all at Pegasus will welcome our visitors. They will help to pay for some of the facilities that we all enjoy. There will be charges for some of these facilities, which the visitors will pay and residents of Pegasus will probably get special prices as one would expect.
